02.05.2017 UNDP/GEF Project prepared Guideline on Biodiversity Assessment, the Mitigation Hierarchy and Offset Principles for Russias Energy Sector

The UNDP/GEF Project Mainstreaming Biodiversity Conservation into the Russia's Energy Sector Policies and Operations has prepared the General Guideline on Biodiversity Assessment, the Mitigation Hierarchy and Offset Principles for Russias Energy Sector, which was officially presented at the 17th Conference of the International Association of Impact assessment on April 4-8, 2017 in Montreal, Canada.

Background:

Biodiversity conservation requirements are developed irregularly in different countries. In some countries, including the Russian Federation, the legislation has not yet adopted mitigation hierarchy and in kind compensation enough in its practical aspects. Despite this the private sector can apply and use the international approaches and standards voluntary, but it might be challenging without adaptation to the specifics of the exact country. Thus, considering needs of Russian regional and federal authorities, business, research organizations, and NGOs, the Guideline was prepared based on best international practices and considering national aspects, which made the document ease-to-understand.

And now the Russian stakeholders are equipped with the instrument to apply internationally recognized mechanisms to biodiversity conservation. Such approach to adjust international requirements to the national peculiarities might be used in other countries with demand in practical implementation of mitigation hierarchy principle.
