26.03.2010. UNDP and Murmansk region signed a Memorandum on Cooperation on implementation of public-private partnership projects
On March 26, Dmitri Dmitrienko, Governor of the Murmansk region, Frode Mauring, Resident Representative of the United Development Program in Russia, and Alexander Bazhenov, National project director of the ‘Development of public-private partnership in Russia’ project, signed a memorandum on cooperation in the implementation of pilot projects in the Murmansk region under a joint project of Vnesheconombank and UNDP.
The Memorandum provides for the cooperation in the development of institutional infrastructure by creating the conditions for the formation and implementation of public-private partnership (PPP) in the Murmansk region. This includes the establishment of the regional PPP-Center, its methodological and information support, training of government authorities and professional players in the PPP market; elaboration of proposals to develop the legal basis which is regulating procedures of PPP projects implementation, and implementation of projects in the areas defined by the parties.
The document specifies the main areas that the regional government and the UNDP considered promising for the formation of pilot projects. They include, in particular, water supply and sewerage and sewage treatment; energy efficiency, including heating; waste production and consumption, transport infrastructure, construction and maintenance of social infrastructure and others.
The Murmansk region has become the first among Russia’s regions selected as pilot regions for the implementation of the joint UNDP/Vnesheconombank project.
